The USAID LinkSME project funded by the United States Agency for International Development (USAID) works with business support organizations (BSOs) and the Government of Vietnam (GVN) to link Vietnamese small and medium enterprises (SMEs) with lead firms (LFs) in order to integrate SMEs into lead firm supply chains chain and accelerate domestic SME growth. The USAID LinkSME project is creating systemic changes in business relationships between Vietnamese SMEs and lead firms, as well as significant increases in the quantity and/or quality of business linkages between Vietnamese SMEs and lead firms. The project is organized into four components with specific objectives as below: Component 1: Promoting institutional reform, streamlining regulations and administrative procedures, cutting down compliance cost to enhance the competitiveness of SMEs Component 2: Promoting an e-Government to improve government-to-business interactions, and facilitate SMEs’ investment, business and international integration Component 3: Improving SMEs’ supply capacity and strengthening business linkages between SMEs and global value chains Component 4: Project management, engagement of consultants, communication, and monitoring Under the direction of the Market Linkages Team Lead of Component 3, Market Systems Coordinator will work full-time and be based in HCMC. The objective of this role is to support Business Support Organizations and SMEs in understanding and meeting the requirements of commercial market systems and supporting the SMEs to link with the leading firms in these market systems. The primary tasks are as follows: • Identify and conduct outreach to SMEs who are interested in linking and supplying to lead firms, in coordination with the applicable business support organizations; • Work closely with partner business support organizations to conduct capacity assessments in order to identify and short-list pre-qualified suppliers for lead firm consideration; • Cooperate with business support organizations to build their capacity and the capacity of SMEs to understand and meet lead firm buyer requirements, specifications, and procurement procedures as well as the required international standards and certifications; • Coordinate to build the capacity of Vietnamese SMEs to understand lead firm buyer requirements, specifications, and procurement procedures; • Build skills, standards, and capacity of sector business support organizations and SMEs to deliver products and services consistent with the requirements of lead firms and the export markets; • Coordinate STTAs and SME Linkage Officer to conduct capacity assessments/business audits of SMES that have potential of supplying LinkSME partner firms, in close coordination with the technical team and advisor; • Work with the Training and Events team to design and facilitate training curricula and associated events to increase business support organization and SME capacity; • Assist the monitoring, evaluation, and learning (MEL) Officers in data collection, analysis, learning and adaptation of project interventions; • Attend trade fairs, supplier days, matchmaking events, and other business events to identify potential project partner firms and otherwise represent the project to the business community; • Complete reports and documentation on meetings held and assessments conducted in a timely manner, and contribute to periodic reports such as weekly bullets and quarterly progress reports; and • Complete other tasks as assigned by the project director and/or immediate supervisor.JOB REQUIREMENTS
QUALIFICATIONS AND REQUIREMENTS: • Priority given to Vietnamese nationals; • Bachelor’s degree in business, economics or related field required; • Minimum 3 years working experience in in private sector development or other relevant experience; • Familiar with business matching arrangement to support SMEs; • Prior experience working with government agencies responsible for business support and enterprise development or working experience of providing consultancy to or working with USAID projects is a plus; • Familiar with Vietnamese business community, especially SMEs and business support organizations such as AmCham, EUROCHAM, VASI, VINASME, etc.; • Fluency in written and spoken English are required; • Demonstrated leadership, integrity, and organizational skills; • Maturity, professionalism, positive attitude, and self-motivation.
